Global supply chain stability faces a critical stress test this week as escalating geopolitical tensions in the Middle East collide with significant regulatory shifts in the US and EU.

Middle East Volatility and Carrier Surcharges

The Strait of Hormuz is currently experiencing severe routing disruptions following Iran’s claim that the IRGC has mined two tankers. Only four vessels successfully crossed yesterday, causing Brent crude to surge above $90 per barrel. As insurers pull coverage, expect widespread diversions. Consequently, Maersk announced an Emergency Contingency Surcharge (ECS) of $1,000 per container on India-Europe routes, effective August 1.

Market Rates and Regulatory Mandates

Despite the tension, global container rates saw their first decline since April, dropping 2% to an average of $4,547 per 40-ft unit. However, administrative burdens are increasing. Since July 8, CPSC eFiling is mandatory; all regulated consumer product imports now require an electronic Certificate of Compliance via the ACE system. Importers must also prepare for upcoming reforms under EO 14411, which signals stricter bond and asset requirements for the Importer of Record.

Trade Policy and EU Shifts

European logistics are also adjusting to the July 1 abolition of the €150 de minimis threshold. It has been replaced by a flat €3 per item duty on low-value B2C imports. Domestically, the "tariff cliff" is fast approaching: Section 122 tariffs are set to expire on July 24. Businesses utilizing Mid-Atlantic fulfillment should audit their current entries to mitigate sudden cost fluctuations.
