Freight Pulse & Law Update - 18:00
As of August 19, 2026, ocean freight markets are splitting sharply by trade lane. Trans-Pacific costs are rising while Asia–Europe rates cool, and security risks continue to complicate schedules, capacity, and compliance.
Why are trans-Pacific freight rates rising?
Asia–U.S. East Coast rates are approximately $9,422 per FEU, while Asia–U.S. West Coast rates are near $7,422 per FEU. Shanghai delays, front-loaded U.S. imports, blank sailings, and tighter usable capacity are supporting the increase. Asia–Europe pricing is moving in the opposite direction, with rates cooling from earlier crisis levels.
Panama Canal draft restrictions are limiting vessel loading flexibility and contributing to carrier surcharges. At the same time, Hormuz and Red Sea security risks are forcing costly diversions, adding sailing days, fuel expense, and schedule uncertainty.

What changed under 2026 maritime rules?
IMO SOLAS and MARPOL amendments now require prompt reporting of lost or sighted containers. New container ships and bulk carriers of 3,000 GT or more must use electronic inclinometers, while lifting appliances and anchor-handling winches face expanded inspection, testing, and documentation requirements. Updated fire-safety rules address fuel flashpoint declarations, PFOS firefighting foam, and enhanced detection systems.
China’s revised Maritime Code also took effect May 1, 2026, making bill-of-lading and cargo-liability reviews important for shipments involving Chinese ports.
Key takeaways
Reprice trans-Pacific contracts and surcharges.
Add buffer time for Shanghai, Red Sea, and Panama disruptions.
Update container-loss and vessel-equipment procedures.
Prepare vehicles for CVSA Brake Safety Week, August 23–29, 2026, including brake drum and rotor inspections.
