What is changing on ocean routes?

Ocean shippers face higher uncertainty as Panama Canal water shortages reduce capacity while selected carriers cautiously return to the Red Sea. The Panama Canal Authority plans to average only 29.5 daily transits from October, down from 36 in August. Priority auction fees and surcharges are raising costs, and Hapag-Lloyd warns the restrictions are disrupting schedules.

  • Red Sea/Suez returns may provide rate relief on Asia–Europe lanes.

  • Security risks remain elevated, so carriers may reverse course quickly.

Which U.S. compliance changes matter now?

FMCSA’s final UCR rule takes effect October 1, 2026, raising 2027 fees by roughly 20% to address a $21.79 million funding shortfall. The REVOKE Act, H.R. 10237, remains pending in the House Transportation and Infrastructure Committee but would give USDOT stronger tools against “chameleon carriers.”

  • UCR fees: $55, $167, $333, $1,163, $5,548, and $54,165 by fleet bracket.

  • Petitions for reconsideration are due to the FMCSA Administrator by October 1.

  • REVOKE would require an active USDOT number and permit immediate inactivation when registration is invalid.

  • The American Trucking Associations supports the bill.

What do truckload, airfreight, and automation signals show?

DAT reported a record August pullback, with the national spot van rate falling 20 cents in the steepest August decline on record. CVSA Brake Safety Week ran August 23–29; results remain pending, while DAT reported truck capacity down approximately 10%. Global airfreight rates are edging higher as jet fuel costs rise.
