Is the Arctic becoming a commercial freight option?

South Korea’s PanStar Acro departed Busan New Port on August 22 for the country’s first government-backed commercial container trial through the Northern Sea Route. The 2,758-TEU vessel carries 837 TEU, including automotive parts, chemicals, and empty containers, with calls planned at Felixstowe, Rotterdam, and Gdansk.

The voyage is expected to take 40–45 days. It will test transit time, fuel use, operating costs, and shipper demand: not establish the Arctic as a dependable network overnight. Where are ocean rates moving?

The market is splitting by lane:

  • Asia–U.S. West Coast: up 11%

  • Asia–U.S. East Coast: up 1%

  • Asia–Northern Europe: down 8%

  • Asia–Mediterranean: down 7%

Drewry’s August 20 index placed the composite at $4,526 per 40-foot container, with Shanghai–New York at $9,507 and Shanghai–Los Angeles at $6,802. Shanghai–Rotterdam eased to $4,401, while port waiting times remained elevated. Review the market data.

What changed under the Jones Act waiver?

The latest reported 90-day extension began August 17 and runs through November 15 for covered cargo loading. The waiver now requires case-by-case review, vessel-availability documentation, and post-voyage reporting. CBP guidance also requires advance shipment details and an annotated paper Form 1302. What should shippers do now?

  • Reprice each lane; do not apply one global ocean assumption.

  • Add buffer inventory through inventory management for ecommerce.

  • Track vessel, port, and appointment milestones in a warehouse management system.

  • Confirm waiver eligibility with counsel and CBP before booking.
