What changed in freight rates this week?

Dry van, reefer, and flatbed spot rates all increased in the week ending September 11: the first simultaneous rise since May. Year-over-year gains reached approximately 39%–42%. Tender rejections remained near 14%–15% despite flat volumes, giving carriers additional pricing leverage.

• Diesel reached $5.967 per gallon on September 9, increasing fuel-surcharge pressure.

• Rail intermodal volumes rose approximately 6%–7% year over year as shippers shifted some long-haul freight from trucks.

• Trans-Pacific ocean rates continued climbing amid typhoon-related congestion and Panama Canal restrictions.

Which regulatory changes require action?

The FMC’s Charge Complaint Procedures, effective September 1, shift the burden of proving detention and demurrage reasonableness to carriers. Preserve bills of lading, invoices, terminal notices, and cargo-availability records.

FMCSA’s 2027 UCR fees increase approximately 20% beginning October 1. The CDL self-reporting requirement was removed July 22. The proposed REVOKE Act targets chameleon carriers that evade enforcement by changing identities. CVSA Brake Safety Week ran August 23–29; retain inspection and repair records.

How should shippers prepare for peak?

UPS and FedEx peak surcharges begin in late September or October and run through mid-January 2027. Lock capacity, finalize drayage, review routing guides, and model fuel and parcel surcharges before holiday volume accelerates.
