Freight Pulse & Law Update: CBP Entry Type 13 Goes Live September 22 as Peak Surcharges Roll Out

September brings multiple compliance and cost changes for importers, carriers, and third party logistics providers. CBP Entry Type 13 begins its ACE production test on September 22, while parcel peak surcharges, tighter fleet financing, and softer air cargo volumes add pressure ahead of Q4.

What does CBP Entry Type 13 require?

CBP’s new electronic informal entry process applies to qualifying USPS international mail shipments valued at $2,500 or less. The CBP deployment notice confirms:

  • Filing occurs electronically in ACE.

  • The importer of record must be the owner, purchaser, or properly designated licensed customs broker.

  • A valid basic importation and entry bond: single transaction or continuous: is required.

  • Shipment data must support classification, origin, value, duties, and bond information.

Importers should verify ACE and broker configurations before September 22. PGA-regulated products, including some food shipments, may require additional entry and certificate procedures.

When do peak surcharges begin?

Carrier costs begin moving before the holiday rush:

  • UPS nonstandard charges: September 27.

  • FedEx additional-handling charges: September 28.

  • USPS large-package charges: September 26; broader temporary increases begin October 4, pending review.

  • OnTrac peak charges: September 26.

  • Amazon Shipping demand surcharges: October 25.
