Direct answer: Carriers using any of the 10 ELD models revoked by FMCSA in July must replace them by September 8, 2026. Continued use can produce a “no record of duty status” citation and an out-of-service order. At the same time, regulators are tightening CDL training, registration fees, and fleet-cost oversight.

What must carriers do by September 8?

FMCSA’s revoked-device notice requires immediate action:

  • Replace all 10 affected ELD models by September 8.

  • Confirm the replacement appears on FMCSA’s registered-device list.

  • Retain transition records, driver logs, and installation documentation.

The agency is treating continued use under 49 CFR 395.8(a)(1) as no valid record of duty status. Carriers should also preserve brake-inspection files following CVSA Brake Safety Week on August 23–29.

What changed in CDL oversight and UCR fees?

FMCSA removed more than 110 CDL training schools from the ELDT registry and proposed more than 160 additional removals. DOJ-led Joint Task Force Crossroads of America is targeting trucking fraud, while enforcement of driver English proficiency under 49 CFR 391.11 is expanding.

The finalized 2027 UCR schedule begins October 1, 2026:

  • Fees range from roughly $55 to $54,165 by fleet size.

  • The increase averages about 20%.

  • FMCSA’s separate 14-hour driving-window pilot is moving forward.

See the Federal Register notice for the fee rule.

What do freight markets signal?

Preliminary August Class 8 orders reached 16,800–18,200 units, up 31%–42% year over year as fleets pre-bought equipment before costlier 2027 engines, according to FleetOwner and Transport Topics. Elevated transpacific spot rates now contrast with softening Asia–Europe pricing.
