Freight risk is compounding across ocean, parcel, and motor networks. Maersk’s Hormuz response can add up to $4,800 per container; global congestion has immobilized more than 4 million TEU; and FMCSA’s 2027 UCR schedule rises about 20%. Shippers should lock in routing, compliance, and real-time inventory decisions before Q4 volatility widens.

What is driving the immediate freight pressure?

Maersk’s emergency Gulf measures combine restricted bookings, landbridge rerouting, and surcharges reaching $4,800 for affected reefer, special, or dangerous-goods containers.

  • Dry-container emergency rates range from $1,800 to $3,000.

  • Hormuz transit can add another $1,000 per container.

  • US diesel is approaching $6 per gallon, while parcel carriers are adding peak-season surcharges.

Why are congestion and labor risks rising together?

Global port congestion has exceeded 4 million TEU, according to industry congestion reporting. Typhoon closures in China, Northern European strikes, and vessel bunching are extending dwell times and reducing schedule reliability.

FedEx workers in Australia were locked out after Transport Workers’ Union members struck over automation, outsourcing, and job-security concerns. Expect more scrutiny of labor continuity as parcel networks enter peak season.

Which US rules change this fall?

  • UCR:FMCSA’s final rule raises 2027 fees about 20%, effective October 1, from $55 to $54,165 by fleet size.

  • REVOKE Act:H.R. 10237 targets chameleon carriers by requiring active USDOT registration and allowing immediate inactivation.

  • LTL pricing:NMFTA’s proposal would apply density-based pricing to mixed-commodity shipments beginning December 2026 if approved.

  • Safety:CVSA Brake Safety Week ran August 23–29, reinforcing the need for DOT-ready brake, driver, and equipment records.
