Freight Pulse: Rates and Congestion Redefining "Normal"

Q3 is on track to shatter records. TL per-mile costs have hit a 14-quarter high, while LTL rates are at an all-time peak. With diesel prices up 51% since January, the floor for transportation costs has fundamentally shifted. Capacity, not demand, is the primary driver as the dry van spot market just surpassed contract rates for the first time in over four years.

While the Port of Long Beach posted a record June (+10.6% YoY) due to front-loading ahead of the July 24 tariff deadline, Typhoon Bavi has introduced fresh chaos into North Asian shipping lanes.

Legal Update: Vetting and De Minimis Under Fire

The legal landscape for third party logistics providers just became significantly more complex. The Supreme Court's ruling in Montgomery v. Caribe Transport II means freight brokers can now be sued for negligent carrier selection. State-level negligence claims are no longer preempted, making robust vetting a survival requirement.

The US threshold for China/HK shipments plummeted to $200 on July 1, while the EU has completely abolished its €150 exemption.
