Freight Pulse & Law Update: Ocean Rates Split as Suez Returns, Rail Fuel Surcharges Hit Records

Asia–Europe ocean rates are easing as carriers restore capacity through the Suez Canal, but transpacific pricing remains firm. At the same time, record rail fuel surcharges are raising harvest-season costs while U.S. carriers prepare for higher compliance fees.

What is driving the freight market split?

More than 4 million TEU of container capacity remains tied up in Asian port congestion. As carriers return to Suez, Asia–Europe rates have softened toward approximately $4,140 per FEU. Transpacific lanes remain near mid-2022 highs, with East Asia–U.S. rates broadly ranging from $7,000 to $10,000 per FEU.

CMA CGM has announced significant rate increases from East Asia to the United States effective October 1, adding pressure to import budgets ahead of peak demand. Review routing options, booking windows, and landed-cost assumptions now: not after capacity tightens further.

Why are grain shippers paying more for rail?

U.S. rail fuel surcharges on grain have reached records as oil and diesel prices climb during harvest. Reported surcharges are approximately $0.48 per railcar mile, up 153% year over year. Air cargo is more stable: rates are holding near $3.00 per kilogram despite a 1% volume decline.

Track these operating risks:

  • Fuel surcharges can materially reduce farm and elevator margins.

  • Congestion can erase nominal ocean-rate savings.

  • Air freight remains a premium contingency for urgent inventory.

What regulatory changes require action?

FMCSA’s 2027 UCR fees rise approximately 20%, effective October 1, 2026. Meanwhile, CVSA Brake Safety Week ran August 23–29, and brake violations continued to lead out-of-service results. Brake Safety Day recorded a combined 14.3% brake-related OOS rate across 4,021 inspections.
