Freight Pulse & Law Update: Railroads Line Up Their First Intermodal Rate Hike in Four Years as Panama Slot Bids Hit $5.3 Million
Three developments demand shipper action: U.S. railroads are preparing their first intermodal contract-rate increase in four years for the 2027 bid cycle; Panama Canal capacity faces renewed restrictions; and new OFAC sanctions widen ocean-shipment screening exposure. Start bid modeling and protect transit options.
Why are railroads raising intermodal rates now?
CSX Transportation and Norfolk Southern executives are pushing increases after truck pricing rose sharply this year. Domestic intermodal volume and savings versus truckload are at record levels, per the JOC Intermodal Savings Index. Start 2027 bids now and expect the truck-intermodal spread to narrow.
Key figures:
2027 bid cycle: first intermodal rate increase in four years.
Panama FY2026: 13,951 transits (+4.1%); 521m PC/UMS tons (+6.5%); B/.6.6bn (US$6.6bn) revenue (+16.6%); Neopanamax: 52.2% of tonnage.
Canal slot bids: as high as US$5.3m.
How tight is Panama Canal capacity?
July water restrictions lowered Neopanamax draft limits and reduced scheduled daily transits from 36 toward 32 by mid-September, according to Panama Canal FY2026 reporting. Strait of Hormuz disruption added demand for passages. The Authority reinstated its Last-Minute Reservation service after rainfall returned closer to average. Book early, plan draft-limited loads, budget auction premiums, or route via Suez where economics allow.
What do the new Iran sanctions mean for shippers?
On Oct. 21, Treasury and OFAC sanctioned Karnakis and Karnakis, Amigoz Singapore Pte. Ltd., Whales Shipping Line LLC, Roxette Maritime Shipping and Trading S.A., nine vessels and five individuals under E.O. 13902. The vessels are ANEMOS, GLORIS, PRIDE, DESTINY, FLAMINGO 1, HARMONY, PRINCE, WHALES DIAMOND and WHALES PEARL.
Licenses GG and HH allow eligible wind-down, limited safety and environmental transactions, and cargo offloading through Nov. 20. Cargo must not be Iranian-origin and must have been loaded on or before Oct. 21; no new contracts are authorized. Screen vessel IMOs and counterparties, including agents and corporate-service providers, not just owners.
