The Jones Act waiver is extended through November 15, 2026, but eligibility is narrower and foreign-flagged use now requires advance review.

Operators must:

• Confirm cargo falls within the reduced list of 237 HTS codes.

• Submit a written “Vessel Availability Request” to the Department of War and MARAD before using a foreign-flagged vessel for coastwise transport.

• Provide CBP with the request for situational awareness.

• Complete MARAD post-voyage reporting within 10 days.

How does the UK ETS affect maritime transport?

Beginning July 1, 2026, the UK Emissions Trading Scheme covers domestic maritime activity by ships of 5,000 gross tonnage or more. Operators must monitor, verify, report, and surrender allowances for covered CO₂, methane, and nitrous oxide emissions.

The UK maritime ETS rules include domestic voyages and time at berth or anchor in UK ports.
