Freight Pulse & Law Update: Transpacific Rates Jump 7.45% While 16 Carriers Hit Bankruptcy Court

As of September 22, 2026, freight markets are splitting by trade lane and company size. NYSHEX rates rose 7.45% on the Asia–U.S. West Coast and 4.71% on the East Coast, while Asia–North Europe fell 3.93%. Meanwhile, at least 16 transportation companies entered bankruptcy protection, increasing capacity, counterparty, and compliance risks for shippers.

What are container rates showing?

The latest data confirms a widening Transpacific–Europe divide, according to Container News:

  • NYSHEX: Asia–West Coast at 7,076.39; Asia–East Coast at 9,165.69.

  • SCFI rose 0.7% to 3,687.83, its highest level since July 2024.

  • Drewry’s index reached $4,500 per 40-foot container; Shanghai–Los Angeles rose 5% to $7,712, while Shanghai–New York increased 7% to $10,394.

  • Shanghai–Rotterdam fell 9% to $3,626. Freightos Baltic Index declined 3% to $3,407.

This marks the seventh consecutive week of divergent Transpacific and Asia–Europe trends.

Why are transportation bankruptcies increasing?

At least 16 trucking, delivery, and transportation companies filed for bankruptcy or Chapter 11 protection between late August and September 21, according to FreightWaves reporting.

  • Examples include Xoco Transport, Globemaster, CLJ Transporting, Mill Creek Logistics-Illinois, and Pacer Transport.

  • Record diesel prices, insurance, equipment, and other operating costs are compressing margins.

Shippers should verify carrier financial stability and maintain backup capacity.

What FMCSA actions require attention?

The FMCSA English-proficiency proposal remains open for comment through October 9, 2026, under 91 FR 51422.

  • FMCSA updated the DataQ process to improve impartiality and timeliness.

  • A nationwide audit of third-party CDL skills testers removed more than 110 entry-level training providers.

  • Since July 22, carriers return signed roadside inspection reports only when requested, drivers no longer self-report violations to their domicile state, and a physical ELD manual is not required in the cab.

  • Review roadside brake inspections and CVSA out-of-service brake violations before CVSA Brake Safety Week.
