Freight Pulse & Law Update: Transpacific Rates Surge, Maersk's No-MRN-No-Load Rule, and the 20% UCR Fee Hike

The freight market is moving in two directions. Transpacific spot rates are rising ahead of Golden Week, while Asia–Europe rates fall as Suez services return. At the same time, new customs, registration, fuel, and safety requirements demand tighter operational control.

What changed this week?

  • Ocean freight: Shanghai–Los Angeles reached approximately $7,712 per FEU, while Shanghai–New York reached $10,394. Asia–North Europe fell to about $3,626, according to Container News. Pre-holiday demand and capacity management are supporting Transpacific prices; returning Suez services are adding capacity in Europe.

  • EU customs: Maersk’s No MRN, No Load policy begins September 30. EU-bound or EU-transit cargo requiring ICS2 must have a valid Movement Reference Number at least 24 hours before loading.

  • UCR fees: FMCSA finalized an average 20% increase for 2027. Registration opens October 1, 2026; the lowest bracket rises to $55, with payment due by December 31. Review the Federal Register rule.

  • Fuel and safety: Fuel and tanker rates remain elevated amid the West Asia conflict. A temporary FMCSA fuel-hauler waiver permits up to 16 driving hours in 24, subject to rest, eligibility, documentation, and safety conditions. CVSA’s April 14 Brake Safety Day found 574 brake-related OOS vehicles among 4,021 inspections, a 14.3% rate; 313 met the 20% defective-brakes criterion.
