What changed in freight regulation?

UCR fees will rise approximately 20% for the 2027 registration year. FMCSA’s final rule takes effect October 1, 2026. Increases range from $9 to $9,329 per entity, depending on the fee bracket, helping address a projected $21.79 million funding shortfall for state safety programs.

The REVOKE Act, introduced September 4 by Reps. Dave Taylor and Shomari Figures, targets “chameleon carriers” that evade enforcement by operating under new identities. The bill would require an active USDOT number to operate, has ATA support, and was referred to the House Transportation and Infrastructure Committee.

Why are truck and ocean markets tightening?

Truckload tender rejections are near 13.5%. Dry van contract linehaul is approximately $2.39 per mile, up 18% year over year. Uber Freight warns capacity is not rebuilding quickly enough, raising the risk of a Q4 rate surge on constrained lanes.

Ocean congestion is also breaking records. Reports place idle berth capacity at 4.31 million TEU, with ships waiting up to 12 days at some Chinese ports. Maersk’s reported Hormuz emergency rates: $1,800 per 20-foot container and $3,000 per 40-foot container: add further landed-cost risk.
