The Section 122 tariff is set to expire on July 24, 2026. This looming deadline triggered massive frontloading throughout the second quarter, with July container imports projected to hit an all-time record of 2.47M TEUs. While this sunset provides temporary relief for landed costs, the industry anticipates that new forced-labor tariffs could follow as early as August, potentially offsetting any immediate gains.

Rate Volatility: Ocean vs. Truckload

Ocean container spot rates have begun to ease slightly after the early summer surge. Asia-USWC rates dropped 6% this week, while Asia-USEC rates remained flat. General Rate Increases (GRIs) for July were largely unsuccessful for carriers, though bunker prices have climbed 12%, keeping operational costs high.

Conversely, the domestic truckload market remains under pressure. Despite the typical post-July 4 dip, spot rates are holding 55% higher year-over-year. Critical Regulatory and Law Updates

Legal compliance requirements are tightening globally. Effective July 1, the de minimis threshold for shipments from China and Hong Kong was lowered to $200, impacting e-commerce fulfillment and small-parcel strategies. Furthermore, SHIPS for America Act penalties are now active, and EU ICS2 Phase 3 has been enforceable since June 1, requiring more granular data for Mid-Atlantic fulfillment operations moving cargo internationally.
