As of today, July 8, 2026, the Consumer Product Safety Commission’s (CPSC) mandatory eFiling rule is officially live, and it is already causing immediate bottlenecks at the border. If your Importer of Record (IOR) data doesn’t perfectly align with your Certificate of Compliance data, the Automated Commercial Environment (ACE) system will reject your entry: full stop.
The Death of Paper Certificates
The amendment to 16 CFR Part 1110 marks a permanent shift from paper-based certificates to real-time electronic data. For brands importing regulated consumer products, you can no longer rely on "on-demand" documentation. Every shipment must now include a full PGA message set or a reference ID from the CPSC Product Registry.
