The End of Section 321

The U.S. has effectively ended the era of duty-free ecommerce imports. While the $800 threshold remains in the books, permanent suspensions now mean that commercial ecommerce shipments are subject to full duties plus a 10% Section 122 surcharge. Every single parcel now requires a 10-digit HTS code and a formal or informal customs entry. For high-volume brands, the "small parcel exception" is officially dead.

Europe’s July 2026 Shift

The European Union is following suit. Starting July 1, 2026, the €150 customs duty exemption will be abolished. In its place, a flat-rate duty of €3 per item type will apply to all low-value imports. Combined with the now-enforceable Carbon Border Adjustment Mechanism (CBAM) and stricter ICS2 data requirements, shipping into the EU now demands precision data or you risk immediate border seizures.
