The freight market is hitting a volatile intersection this week as importers scramble to beat a looming "tariff cliff" while domestic capacity continues to tighten. With Section 122 surcharges expiring in seven days and global emissions rules expanding, shippers must pivot quickly to protect their margins.
The July 24 Tariff Pivot
We are exactly one week away from the sunset of Section 122 tariffs. While the 10% surcharge disappears on July 24, the relief will be short-lived. Replacement Section 301 forced-labor duties, projected between 10% and 12.5%, are expected to take effect almost immediately after. This narrow window has triggered a massive frontloading wave, pushing Transpacific spot rates to yearly highs. Capacity Constraints and Rate Surges
On the domestic front, the "freight recession" is firmly in the rearview mirror. Truckload rates are currently holding 16% above the 2018 baseline, while LTL pricing has skyrocketed 76.5% year-over-year. This squeeze is driven by a significant contraction in supply; over 48,000 drivers have exited the market recently, leaving carrier rejection rates at elevated levels. For brands utilizing Mid-Atlantic fulfillment, securing reliable secondary capacity is no longer optional: it's a requirement for survival.

Global Disruption: UK ETS and Hormuz
