Starting July 8, 2026, the game changes for every brand importing consumer goods into the United States. The Consumer Product Safety Commission (CPSC) is making electronic filing of Certificate of Compliance data mandatory at the time of entry. The New Standard for Entry

The final rule for 16 CFR Part 1110 moves compliance from a "keep it on file" model to a real-time requirement. Importers must now submit their General Certificate of Conformity (GCC) or Children’s Product Certificate (CPC) data through the Automated Commercial Environment (ACE) when filing entry. This applies to all regulated finished goods, and importantly, de minimis / low-value shipments are not exempt.
