Freight Pulse & Law Update: $10K Transpacific Rates, Golden Week Blank Sailings, and a Beef Rib Heist

The transpacific is entering October with peak-season pricing still elevated. Shippers also face tighter capacity, higher compliance costs, changing import rules, and cargo theft that remains surprisingly low-tech.

1. Freight pulse: Golden Week tightens an already expensive market

Shanghai–U.S. East Coast rates are holding above $10,000 per 40-foot container, reaching roughly $10,394 into New York around Sept. 17. West Coast pricing sits near $7,500–$7,900, including approximately $7,712 to Los Angeles.

Carriers are protecting yields through blank sailings, rollovers, and disciplined capacity management. Congestion and Panama Canal draft limits are reducing effective capacity. Strait of Hormuz tensions are also repricing freight, not only oil.

Golden Week is adding another shock. Weekly cancellations reportedly jumped from about 39 to 70, with approximately 11% of scheduled sailings across major East–West trades expected to disappear. Expect unstable mid-to-late October schedules and short-notice rolling.

2. Law and regulatory line: Budget, classify, and verify

The 2027 UCR fee increase takes effect Oct. 1, with an average rise near 20%. Brackets now range from $9 to $9,329 per entity. FMCSA’s 90-day waiver for eligible gasoline and diesel haulers runs Sept. 16–Dec. 16, allowing up to 16 hours in a 24-hour period with rest conditions. Continue DOT brake inspections and review the CVSA Brake Safety Week requirements; extra hours do not remove safety obligations.

The U.S. has indefinitely suspended the $800 de minimis exemption. Importers now need formal or informal entries, including Entry Type 11 where applicable. The EU ended its €150 exemption July 1, replacing it with a €3 flat duty per item through mid-2028. Product identifiers for distance sales become mandatory Nov. 1.

3. Weird cargo watch: Beef ribs disappear in Philadelphia

On Sept. 22, masked thieves cut trailer hinges in South Philadelphia and stole roughly half a pallet of Black Angus beef ribs. A dark Ford F-150 and Jeep reportedly handled the getaway. That same morning, a Krispy Kreme box truck was stolen from a Royal Farms stop and later recovered, minus some donuts and an iPhone.

The lesson is serious: hinge-cutting, identity fraud, and truck theft remain effective entry points. A scheduled dock, controlled yard, verified driver, and real-time inventory record beat hoping insurance fixes the paperwork.
