Freight Pulse & Law Update - 13:00: Transpacific Rates Top $10K, Asia Congestion Worsens, IMO Container Rules Kick In
Midday update : September 2, 2026: Trans-Pacific spot rates have moved above $10,000 per container on key Asia–U.S. East Coast lanes as Shanghai congestion, resilient demand, and a severe typhoon season squeeze effective capacity.
What is driving the midday rate surge?
Asia–U.S. East Coast and all-water Panama services are carrying the sharpest increases. Port closures, vessel queues, delayed equipment turns, and peak-season demand are reducing usable capacity even where nominal vessel capacity has been added.
Trans-Pacific East Coast rates: above $10,000/FEU
U.S. West Coast rates: elevated but materially lower
Shanghai and Ningbo: multi-day vessel and yard delays
September capacity: added by carriers, but vulnerable to withdrawal
Panama Canal: low-water surcharges are under consideration
FreightRight’s latest market update reflects the same pressure. By comparison, Europe and Mediterranean rates remain weaker, signaling that the current disruption is concentrated on Asia–North America trades.

What does the 2026 container-loss rule require?
Effective January 1, 2026, SOLAS and MARPOL amendments require masters to report lost or drifting containers without delay to nearby vessels, the nearest coastal state, and the flag state. The flag state must upload the information to the IMO’s GISIS system.
The joint Paris MoU and Tokyo MoU cargo-securing inspection campaign runs September 1 through November 30, 2026. Inspectors will examine cargo-securing manuals, equipment, verified gross mass, stowage plans, and crew procedures. Serious deficiencies can lead to detention.
What should logistics teams do now?
Confirm booking windows, protect inventory buffers, and maintain documentation. The Department of Transportation and enforcement partners continue brake check inspections and safety blitzes, so verify carrier maintenance and inspection records before dispatch.
