Freight Pulse & Law Update: LA Votes on Port Automation Disclosure as Driverless I-45 Freight Nears Launch
Los Angeles votes Nov. 3 on port lease disclosure. Kodiak plans to pull the safety driver on I-45 by year-end.
The short answer: Both stories test whether a supply chain can predict its own schedule. Charter Amendment PRT would add workforce and economic impact disclosure to certain Harbor leases and permits. Kodiak's driverless launch keeps freight on one fixed lane. Neither moves rates this quarter. Both change what shippers ask before booking.
What would Los Angeles voters decide?
PRT's four provisions:
Require workforce and economic impact disclosure for new Harbor leases, extensions, changes and coastal permits.
Require annual Harbor funding for waterfront access, about 10% of operating income, roughly $27 million a year.
Raise Airports Department and DWP lease terms from 50 to 66 years.
Change residency rules for the seven-member Board of Airport Commissioners. (LAist guide)
The L.A. Area Chamber of Commerce opposes it, warning the disclosures burden terminal operators. The Journal of Commerce sees it as a union lever in the automation fight. (JOC)
What changes on I-45?
Kodiak named IKEA Supply its driverless launch partner for later in 2026, after more than 1,300 loads and 750,000 autonomous miles with an observer aboard. The first driver-out leg covers 219 miles of a 292-mile Baytown-to-Frisco route. (Kodiak)

Kodiak says unloading must be scheduled to a specific door at a precise arrival time. That is the discipline third party logistics providers need: dock appointments, accurate ETAs, one inventory record.
CVSA's Brake Safety Week ran Aug. 23 to 29; the April Brake Safety Day parked 574 of 4,021 vehicles, 14.3%. (CVSA)

MDTA ran overnight closures at the Fort McHenry and Baltimore Harbor tunnels through Oct. 22, with Bay Bridge lane changes through Oct. 24. Check MDTA advisories before dispatch.
