Freight Pulse & Law Update - 18:00: UCR Fees Jump 20% on October 1
FMCSA finalized a roughly 20% increase in Unified Carrier Registration fees for the 2027 registration year. Registration opens October 1, 2026, and carriers, brokers, freight forwarders, and leasing companies must file by December 31, 2026. The increase adds another cost pressure as fuel rises and capacity tightens.
What are the new 2027 UCR fees?
The Federal Register’s final rule establishes these per-entity fees:
0–2 vehicles: $55
3–5: $167
6–20: $333
21–100: $1,163
101–1,000: $5,548
1,001+: $54,165
Brokers, freight forwarders, and leasing companies pay the lowest bracket. Operators should calendar the filing now and include the fee in fourth-quarter budgets.
Why are freight margins tightening?
Diesel gained approximately 10 cents in one week to about $6.57 per gallon, while spot linehaul increased only about two cents. Tender rejections remain near 14%, signaling tight capacity and limited pricing relief. FMCSA’s continuing crackdown on non-domiciled CDLs and substandard training programs, with roughly 110 schools pulled, may further restrict entry-level capacity.
A potential Union Pacific–Norfolk Southern intermodal mega-merger also places shippers and rail operators in uncharted territory. Meanwhile, FreightWaves reports that logistics and manufacturing cuts threaten approximately 1,850 jobs.

What does this mean for the Mid-Atlantic?
The completed $495 million CSX Howard Street Tunnel project now supports double-stack freight rail into Baltimore. With the Francis Scott Key Bridge recovery phase complete, Maryland’s delegation is seeking additional federal infrastructure investment to modernize the Port of Baltimore and strengthen the I-95 corridor.
That creates opportunity for 3PL Maryland, Mid-Atlantic fulfillment, and a strategically located Glen Burnie warehouse. CVSA Brake Safety Week ran August 23–29, 2026, focusing on brake drums and rotors. A reminder that brake condition continues to drive out-of-service rates year-round.
