Freight Pulse & Law Update - 19:00
By Lanta Logistics | September 4, 2026
Freight markets are splitting sharply by trade lane. Transpacific spot rates have climbed roughly 25% since early July to about $10,910 per FEU, driven by late peak demand and typhoon-related congestion around Shanghai and Ningbo. Asia–Europe rates, by contrast, are down approximately 18%–28%.
What changed in freight markets?
Global schedule reliability fell to 29.4% in August, while a composite shipping-risk reading reached 8.3/10 amid Red Sea, Black Sea, and Hormuz disruption.
U.S. diesel is being budgeted near $5.85 per gallon; domestic drayage rates are up 8.2% year over year.
The Baltic Dry Index reached 3,331, a two-year high, led by a Capesize surge in bulk commodity shipping.
Shippers should update landed-cost models, add inventory buffers, and compare alternative ports and modes. Rely on real-time exception management, not outdated ETAs, to protect customer commitments.

Which regulatory changes matter now?
CBP is seeking comments on heightened import disclosures, foreign export documents, global business identifiers, and anti-transshipment traceability. Comments are due December 1, 2026 under Docket USCBP-2026-1058.
FMCSA finalized a roughly 20% average UCR fee increase for the 2027 registration year, effective October 1. See the final rule.
Federal enforcement is targeting CDL fraud, with reports of 110+ training providers removed in a focused action and thousands more removed from the Training Provider Registry.
The REVOKE Act (Registration Enforcement for Vehicle Operations of Known Evaders), introduced September 4, 2026 in the U.S. House by Reps. Dave Taylor (OH-02) and Shomari Figures (AL-02), would target chameleon carriers operating under inactive USDOT numbers by affirming that a USDOT number must be active to legally operate and allowing the Secretary to immediately inactivate numbers tied to invalid registration.
The LOCOMOTIVES Act advanced through House committee. A proposed Railway Safety Act 2026 would address hazmat train speeds and tank-car safety.
What should logistics teams do tonight?
Audit carrier authority, CDL documentation, country-of-origin records, and hazmat controls. Keep brake systems inspection-ready given the heightened federal enforcement focus, especially when fuel and compliance costs are rising.
