Maryland formalizes maritime strategy, New Jersey squeezes drayage, Rhode Island fixes Quonset access, Providence stalls a port vote.

What is changing in Maryland and Baltimore?

On Oct. 21, Gov. Wes Moore created a task force to recommend incentives and pursue a federal Maritime Prosperity Zone if Congress creates one. Maritime industries contribute $10.2 billion annually and support 115,000 jobs.

  • Baltimore set container and ship-call records in 2025. The $1.2 billion Sparrows Point terminal targets 499,000 TEU in 2028; Anduril’s shipyard is expected to add 3,100 jobs.

What does New Jersey’s rule mean for port drayage?

New Jersey’s ABC-test rule took effect Oct. 1 with no trucking carve-out, and NJBIA flagged logistics impacts by Oct. 19. Prong B, work outside a company’s usual course, is the hard test. A $2.775 million misclassification settlement in July preceded it; the PANYNJ container imbalance fee remains in the tariff.

What should carriers expect on the Pennsylvania and Delaware routes?

PennDOT closes southbound I-95 in South Philadelphia, Oregon Avenue to Front Street, 11 p.m. Friday to 5 a.m. Monday. The southbound I-476-to-I-95 ramp in Delaware County closes 10 p.m. Friday to 9 a.m. Saturday.

  • DAT dry-van linehaul averaged $2.26/mile nationally, up 34.5% year over year. Upper Atlantic: $2.29. Load-to-truck eased to 9.70; DAT forecasts $2.23.

Where is New England gaining, and losing, momentum?

WIN: three new Route 403 ramps opened at Quonset on Sept. 25, and a $144 million I-95/Route 4 interchange is underway. FAIL: Providence pushed its port container rezoning vote to Nov. 9. Greater Boston vacancy sits near 8.2%.
