Freight Pulse & Law Update - 19:00: German Terminals Go Dark, Rotterdam Locks In Sept. 4 Walkout, Panama Surcharges Land

German port labor action, Rotterdam’s Sept. 4 strike, tighter Panama Canal capacity, and renewed U.S. truck-safety enforcement are converging into one high-risk operating window. Shippers should protect inventory, confirm alternative routings, and expect delays beyond the strike dates.

What is happening at European container terminals?

Ver.di’s 48-hour warning strike begins with Germany’s late shift at approximately 22:00 local time on Sept. 2. Hamburg, Bremerhaven, and Wilhelmshaven terminals are expected to suspend truck deliveries, pickups, loading, discharge, and transshipment after employees rejected the latest ZDS wage offer.

Rotterdam’s nationwide port strike follows on Sept. 4:

• APM Terminals MVII: truck access restricted after the 10:15–10:45 slot

• RST and RSC: truck handling halted from 10:00–20:00

• ECT Delta and Euromax: expected to close

• RWG, Hapag-Lloyd Depot, and HGT Rotterdam Depot: expected operational

Expect truck congestion before and after both disruptions, along with rollovers, missed connections, and export delays. Build buffer stock in Europe where service levels matter.

How are rates and reliability moving?

Asia–U.S. spot rates reached $7,621/FEU to the West Coast and $9,791/FEU to the East Coast. Asia–Europe rates cooled from July highs but remain 40%–70% above May levels. Global schedule reliability fell to 56.4% in July, with average delays of 6.06 days; Shanghai reliability was just 21%.

Panama Canal Advisory A-29-2026 cuts capacity to nine Neopanamax and 25 Panamax slots daily on Sept. 4, then 23 Panamax slots on Sept. 15. The Neopanamax draft limit is 14.63 meters. CMA CGM and MSC surcharges begin Sept. 10 and 12, respectively; roughly 45% of Neopanamax transits could be affected.

What does DOT enforcement mean for inland freight?

A six-state safety campaign placed at least 99 drivers out of service. Texas recorded 351 inspections, 1,935 violations, 167 vehicles, and 34 drivers out of service in Mentone. Arizona’s I-40 blitz found 59 drivers out of service and two DUI arrests. FMCSA also removed more than 110 CDL training schools from the ELDT registry.
