Freight Pulse & Law Update - 19:00: Mexico Reopens the Border, Spot Rates Climb, and Tariff Refunds Now Require a Lawyer
Mexico has reopened the Eagle Pass–Piedras Negras crossing to empty commercial trucks after a five-day ANAM restriction stranded nearly 700 U.S. tractors. At the same time, truckload costs are rising and tariff refund access is narrowing. Shippers should act now on route redundancy, capacity planning, and legal documentation.
What changed at the Mexico border?
ANAM lifted the restriction after meetings with transportation representatives, U.S. CBP, and the Mexican Consulate. Commercial traffic had fallen by more than half since September 9, exposing the risk of relying on one crossing.
Operational priorities:
Build alternate crossing plans.
Digitize appointments and customs documents.
Track equipment repositioning in real time.
Maintain carrier and broker escalation contacts.
The reopening restores normal cross-border operations, but the disruption confirms that route redundancy is a supply chain requirement: not an optional contingency.
Why are truckload rates increasing?
Dry van spot linehaul reached roughly $2.20 per mile, while reefer rates also rose and flatbed rates declined. Tender rejection fell to approximately 13.45% after Labor Day, but diesel reached a record $6.29 per gallon on September 14. Carrier executives say the capacity exodus is still expanding.
Werner expects rate increases during the 2027 bid season, which begins in approximately 30–60 days. FMCSA UCR fees will rise about 20% for the 2027 registration year on October 1. The recent CVSA Brake Safety Week, Aug. 23–29, 2026, also reinforces the need for roadside brake compliance and current maintenance records.
Who can access the tariff refunds?
CBP will launch Phase III of IEEPA tariff refund processing through the CAPE portal on October 6, 2026. Access is limited to importers that sued at the Court of International Trade and hold an importer-specific court order.
Importers should have counsel review eligible entries and preserve supporting records now. DOJ’s appeal concerning non-litigating importers makes independent legal action the step that preserves a potential claim.
How can operators improve visibility?
FlowOps by Lanta is an operator-built warehouse management system and logistics software platform for third party logistics providers, inventory management for ecommerce, and 3PL fulfillment services.

It provides a $99/month flat rate, unlimited SKUs, patent-pending Agentic AI, and 20+ integrated modules. Explore the FlowOps comparison or connect with Lanta Logistics for supply chain execution, a food-grade warehouse, Hazmat certified 3PL support, and Mid-Atlantic fulfillment from its Glen Burnie warehouse.

Bottom line: Lock core capacity, diversify border routing, and have trade counsel protect refund claims before October 6.
