Freight Pulse & Law Update, 19:00: Tight Capacity, Rising Rates, and the UCR Fee Hike Looming
Freight markets are tightening before peak season, but the pressure is coming from constrained capacity, not a demand boom. Truckload, diesel, flatbed, and ocean costs are elevated while carriers prepare for a 20% average UCR fee increase on October 1. Shippers should lock capacity, verify compliance, and improve shipment visibility now.
Why are freight rates rising?
The latest market indicators point to a more expensive operating environment. Recent freight data shows:
Dry van spot linehaul: approximately $2.17/mile, excluding fuel
Reefer spot linehaul: approximately $2.71/mile
Diesel: $6.529/gallon as of September 21
Tender rejections: approximately 14%–14.5%
Flatbed rates: up more than 5 cents in one week, the largest weekly gain since 2008
Trans-Pacific rates: roughly $7,400–$8,400/FEU to the West Coast and above $10,000/FEU to the East Coast
Blank sailings and weather-related Asian port congestion continue to support elevated ocean pricing.

What freight laws and fees change this week?
The 2027 UCR registration fees rise an average of 20%, effective October 1, 2026. Budget the increase before registration opens.
The United States and China also extended the reciprocal suspension of port service fees through January 10, 2027. Separately, the FMCSA emergency HOS waiver for interstate gasoline and diesel haulers runs through December 16.
The CVSA Brake Safety Week inspection campaign ran August 23–29. Keep DOT brake inspections, maintenance records, and driver compliance current through peak season.

How should shippers prepare?
Use a 3PL to secure capacity, audit accessorials, and protect service levels. For 3PL Maryland and Mid-Atlantic fulfillment operations, Lanta Logistics connects a food-grade warehouse, Hazmat certified 3PL capabilities, and a Glen Burnie warehouse near I-95 and Seagirt.
The wild card: thieves stole two Nvidia- and PlusAI-branded trailers expecting AI chips. They found 40,000 pounds of ballast sand instead. Read the report.
