Short answer: The U.S.–China trade truce may extend to January 10, but importers still face a potential November 9 legal snap-back. Diesel reached $6.529 per gallon, UCR fees rise October 1, and fragile capacity is pushing shippers toward tighter compliance, contingency planning, and real-time supply chain visibility.

What changed in the freight market tonight?

The United States and China agreed to extend the Busan Agreement trade truce by two months, moving its diplomatic expiry from November 10, 2026, to January 10, 2027. The extension preserves reciprocal port-fee suspension and pauses new retaliatory tariffs.

That agreement is not yet a formal legal change. Until USTR publishes Federal Register notices, the existing Section 301 port-fee suspension and product exclusions remain legally scheduled to expire November 9. Importers should keep a snap-back plan active.

  • Diesel national average: $6.529 per gallon on September 21.

  • Flatbed spot rates rose more than five cents on a 30% surge in project freight.

  • Dry van and reefer spot rates softened after Labor Day but remain up year over year.

  • Carrier exits, insurance costs, and federal enforcement continue to constrain capacity; trailer orders reflect replacement demand, not expansion.

Which compliance deadlines matter?

FMCSA’s fuel-hauler hours-of-service waiver took effect September 16 and runs through December 16. Eligible interstate gasoline and diesel haulers may drive up to 16 hours in a 24-hour period, subject to rest, safety, and reporting conditions.

UCR fees increase approximately 20% for the 2027 registration year beginning October 1. Fleets, brokers, and forwarders should budget and complete registration before the deadline. Review brake inspection readiness as well, including documentation and maintenance procedures ahead of CVSA Brake Safety Week.
