U.S. cabotage enforcement on Mexican drivers now reaches alleged violations tied to previous employers. In the same week, Nuevo León halved its truck toll for the Colombia-Solidarity crossing.

What changed: At the WEX OTR Summit, Knight-Swift’s chief executive said drivers have had visas revoked over alleged cabotage by previous carriers, not their current trucks; Nuevo León cut its state truck toll 50%; and Walmart plans a $400 million Cibolo distribution center by 2029.

Why does cabotage enforcement now follow the driver?

Cabotage, domestic carriage between two U.S. points by a foreign carrier, is restricted by U.S. law. Knight-Swift’s chief executive said enforcement is “ramping up,” citing visas revoked over alleged prior-employer violations, not his company’s trucks. TransMex, its Nogales-based subsidiary, runs 1,100+ tractors and 3,000+ trailers across the parent’s 26,000-tractor fleet. He expects cross-border capacity to tighten as enforcement ramps up. The compliance takeaway: vet driver records back through previous carriers, because an alleged violation can surface after the driver has moved on.

FlowOps by Lanta, the operator-built platform used by an operating 3PL, keeps driver, carrier and document records, alerts and dispatch visibility together before tendering.

What does the Colombia Bridge toll cut change?

Nuevo León cut 50% from an additional Mexican-side toll collected about 500 meters before the bridge tollbooth. Introduced April 14, 2025, it is separate from Laredo city tolls. Re-run crossing math before quoting: entry-side costs changed; U.S.-side charges did not.

FlowOps adds routing and cost visibility, appointments, customer-portal dashboards, 20+ modules, unlimited SKUs, 9-language support, patent-pending Agentic AI and plans from $99/month flat.

What is the Maryland toll-crossing outlook?

As checked Nov. 1, nothing new is posted: the I-895 Harbor Tunnel closures of Oct. 18–22 and I-95 Fort McHenry Tunnel closures of Oct. 19–22 have wrapped, the latest Bay Bridge weekly advisory on file covers Oct. 18–24, and recent MDTA posts are awareness items, not closures. Verify MDTA advisories before booking Maryland appointments; the posted picture changes weekly.

How can 3PLs keep cross-border freight visible?

Third party logistics providers can coordinate border and gate appointments, verify inbound receipts, check trailer and seal status in the yard, and share carrier status through dispatch and customer-portal dashboards. FlowOps connects these checkpoints with real-time inventory visibility for cross-border freight.
