Freight Pulse & Law Update: Capacity Tightens, UCR Fees Rise, and CBP’s Importer Deadline Hits Today

As of September 18, 2026, freight costs are tightening through several channels: shrinking truckload capacity, higher compliance fees, and import-data enforcement that can stop cargo at the border.

Structural carrier exits continue to reduce available supply. Dry-van and reefer spot rates are edging higher, while diesel keeps all-in costs under pressure. Recent market data shows the recovery is capacity-led: not a demand surge.

FMCSA’s final UCR rule raises 2027 registration fees an average of 20%, effective October 1. Increases range from $9 to $9,329. Carriers should budget by fleet bracket; brokers, freight forwarders, and leasing companies in the 0–2 vehicle bracket will pay $55, up from $46. Larger fleets face the biggest dollar increase.

CBP begins immediately voiding inaccurate or incomplete Importer of Record numbers today. Review Form 5106 data now: physical address, phone, email, EIN, and a direct broker power of attorney. A voided number can block entry filing and trigger holds, storage costs, and missed delivery windows. See this CBP enforcement advisory.

Effective September 1, the FMC clarified that demurrage and detention charge complaints may use formal or small-claims procedures. Carriers must prove disputed charges reasonable. Separately, reports say the Section 301 excess-capacity tariff announcement may wait until after the September 24 Trump–Xi summit; any rate, including the floated 7.5%, remains uncertain.

Odd freight-world item: French authorities reportedly intercepted suspected cocaine hidden in containers departing Ghana’s Tema Port. The case reinforces the need to investigate scan exceptions and preserve chain-of-custody controls.

What shippers should do today

  • Reprice truckload lanes and confirm diesel assumptions.

  • Audit Form 5106 and broker POA records.

  • Preserve bills of lading, invoices, scans, and delivery timestamps.

  • Review carrier compliance, including CVSA Brake Safety Week findings.
