Three compliance moves need action now. Carrier cooperation rules narrowed, CBP wants deeper import visibility, and truck exporters face a new electronic test.

What changes under the FMC’s revised carrier-cooperation rules?

WSC Amendment No. 201349-008, filed October 2 and effective November 16, follows the FMC review and separates policy advocacy from operational cooperation on environment, infrastructure, safety, and security. Capacity and customer commercial terms remain off-limits for carriers discussing joint activity.

  • 21 carrier groups cover about 90% of global liner vessel services.

What could CBP’s import-visibility ANPRM require?

CBP’s September 2 ANPRM under Executive Order 14411 signals possible factory-level disclosure rules. Under Docket No. USCBP-2026-1058, comments are due December 1 on export documents, global business identifiers, AI traceability, dual-invoicing checks, and possible CTPAT technology disclosures affecting logistics, supply chain, and fulfillment teams.

  • Importers should map document ownership and supplier-data controls now.

How will the electronic truck-export manifest test work?

CBP’s voluntary ACE Electronic Export Manifest truck test starts October 23, 2026, lasts about two years, and is limited to nine carriers. Participants will file through the ACE Export Truck Manifest Trade Portal or EDI, making this a direct process change for cross-border 3PL operations.

  • Initial data due 24 hours before departure; complete data two hours before arrival.
