Freight Pulse & Law Update: CBP IOR Crackdown Hits Sept 18, DOT Maps Autonomous Trucking Path

Importers, carriers, and third party logistics providers face four immediate priorities: CBP importer verification, automated-truck rulemaking, elevated transportation costs, and higher UCR fees.

What changes for Importers of Record on September 18?

CBP will begin enhanced enforcement of Form 5106. Inaccurate or incomplete information can immediately void an IOR number, making it invalid for entering merchandise.

Review these fields now:

  • Physical address must be the importer’s actual location: not a broker, forwarder, registered agent, business center, or P.O. box.

  • Phone and email must belong directly to the importer.

  • Customs brokers must hold a direct, valid power of attorney with the IOR.

  • EIN, SSN, and ownership information must be complete and current.

What does DOT’s AV 5.0 strategy mean?

DOT’s America Leads: National Strategy for Automated Vehicles, released September 3, is a roadmap: not a new rulebook. FMCSA is modernizing regulations for ADS-equipped commercial motor vehicles, including operation, inspection, maintenance, and emergency response. NHTSA is developing ADS performance standards, while PHMSA is reviewing automated hazmat transportation. States retain authority over licensing, registration, and traffic laws. DOT does not require smart-highway infrastructure.

What is the freight market signaling?

FreightWaves reports truckload volumes down approximately 15% after Labor Day, while spot rates remain near $3.44 per mile. Diesel is around $5.60 per gallon. Transpacific rates approach $9,500 per FEU to the East Coast; Asia-Europe rates soften as carriers return to Suez. Transpacific air capacity is tightening as AI and semiconductor demand absorbs space.

The UCR final rule raises 2027 fees by an average 20%, effective October 1. CVSA Brake Safety Week remains a separate but relevant reminder: verify brake inspections, maintenance records, and roadside readiness.
