Freight Pulse & Law Update: CBP's New Compliance Deadlines and a Tighter Truckload Market
Truckload spot rates are near multi-week lows, but the market is not loosening permanently. C.H. Robinson’s September update points to a likely seasonal reversal and stronger Q4 pricing as capacity tightens. Intermodal demand is climbing as shippers seek alternatives.
Transpacific spot rates have reached new highs amid resilient demand and port congestion, while Asia–Europe rates continue to decline. Shippers should compare truckload, intermodal, and ocean options before committing Q4 capacity. C.H. Robinson and current ocean-rate reporting support the split-market outlook.
What changes for CBP Form 5106?
Beginning September 18, 2026, CBP may immediately void an Importer of Record number tied to inaccurate or incomplete Form 5106 data.
Verify that:
The physical business address is genuine: not a P.O. box, broker, or forwarder address.
The phone number and email belong directly to the importer.
The customs broker holds a valid Power of Attorney executed with the IOR.
Corrections are submitted through ABI or the assigned Center of Excellence and Expertise.
What other deadlines should importers track?
CBP’s September 2 ANPRM could require foreign export documents, Global Business Identifiers, ultimate delivery-party information, and earlier entry filing. Comments are due December 1, 2026. Review ANPRM 2026-17926.
The ACE electronic export manifest rule for rail takes effect October 26, 2026, with enforcement beginning October 26, 2027. Initial data is due 24 hours before train departure; remaining data is due two hours before departure. See Federal Register 2026-17390.
CVSA Brake Safety Week ran August 23–29, 2026, focusing on brake drums and rotors. Full inspection data will be released later this year.
What should shippers do now?
Audit importer records, preserve supplier documentation, and build mode flexibility into Q4 plans. Third party logistics providers can support inventory management for ecommerce, 3PL fulfillment services, and broader supply chain management companies with stronger data controls.
