Freight Pulse & Law Update: CMA CGM Sets a Nov. 1 East Coast Rate Hike, Asia's Box Logjam Bites, and Which Emergency Relief Still Doesn't Cover
Ocean pricing and container flow are setting the next freight problem first. East Coast importers now face a November rate hike, updated peak surcharges, and Asian port congestion that is tying up capacity well beyond the dock gate.
Why are ocean rates and capacity tightening again?
CMA CGM’s Rate Restoration Initiative for U.S. East Coast shipments takes effect November 1, while Maersk has updated Peak Season Surcharges across three trades. At the same time, transpacific gains are moderating and Asia–Europe rates are declining, a sign that carriers are still reshuffling pricing and equipment around uneven demand.
Manila’s weeklong port trucker protest over empty-container congestion reportedly slowed affected operations by up to 90%. That matters far beyond the Philippines: Asian port and depot constraints are absorbing global container capacity, and analysts are warning that knock-on delays could linger into late 2027. Review the CMA CGM East Coast RRI advisory.

How should I-95 shippers respond?
Build lead time into replenishment plans, pre-book capacity before November, and connect ocean, rail, warehouse, and final-mile milestones through one visibility layer. FMCSA’s emergency clarification is still narrow: it does not waive licensing, maintenance, Hazmat, driver qualification, or other non-HOS safety rules.
I-95 regional coverage
Maryland: Port of Baltimore Seagirt ICTF and the Howard Street Tunnel double-stack corridor remain key inland routing levers.
Delaware and Philadelphia: Prepare for East Coast RRI exposure and selective rail substitution.
New Jersey/New York ports: Expect tighter equipment and chassis competition during peak repositioning.
New England: Secure replenishment capacity early.
3PL Maryland and Mid-Atlantic fulfillment: Glen Burnie warehouse capacity can shorten response time near Seagirt and I-95.
