Freight Pulse & Law Update: Congestion Pushes Transpacific Rates Higher as Brake Safety Week Looms
Transpacific container rates are climbing again as port congestion and carrier capacity controls tighten available space. At the same time, shippers and motor carriers face important compliance deadlines involving brake inspections, emissions reporting, and maritime contracts.
What is driving the rate split?
Asia–U.S. West Coast rates rose approximately 9% to $7,422 per FEU, while Asia–U.S. East Coast rates increased about 3% to $9,422 per FEU. Congestion at Shanghai and Ningbo following typhoon-related backlogs is adding pressure, while carriers continue managing supply through blank sailings and controlled capacity.
Asia–North Europe is moving in the opposite direction. Rates near $4,700 per FEU are approximately 20% below the July high. However, German labor disputes affecting Bremerhaven, Hamburg, and Wilhelmshaven, low Rhine River levels, and Panama Canal water and draft limits continue to create scheduling and inland-delivery risk.

Which safety and legal changes matter now?
CVSA Brake Safety Week: August 23–29, 2026. Certified inspectors across the United States, Canada, and Mexico will focus on brake drums and rotors. Vehicles with out-of-service violations can be removed from the road. Review the CVSA inspection guidance before dispatch.
EU ETS: From January 1, 2026, in-scope EU/EEA port voyages require full emissions accounting, including CH₄ and N₂O, increasing exposure to carbon surcharges. See the European Commission’s maritime ETS guidance.
China Maritime Code: Effective May 1, 2026, revised rules apply to many sea-carriage contracts involving Chinese ports, even where contracts select foreign law.
