Freight Pulse & Law Update: Container Rates Peak Without Collapsing, Diesel Slides 18 Cents, and September's Cost Squeeze
October 6, 2026 | Track A: Freight Pulse & Law Update
Are ocean container rates peaking without collapsing?
Yes. Xeneta says Asia–U.S. spot rates reached their post-Hormuz crisis peak on October 1, but easing Asian congestion and China’s Golden Week point to correction, not collapse. Shippers should budget elevated ocean costs through year-end and protect service levels with earlier booking and real-time visibility.
West Coast: $8,346/FEU, up 1.4%; East Coast: $11,523/FEU, up 0.7%, more than four times February 28 levels.
Three-month outlook: $4,500–$5,500/FEU West Coast and $6,000–$7,000/FEU East Coast.
Asia–North Europe fell 2.1% to $3,726/FEU; Mediterranean fell 4.6% to $4,105/FEU. Xeneta expects “a sizable correction, but not a collapse.”

Why do diesel and September logistics costs still squeeze margins?
The fuel decline is real but incomplete. DOE/EIA diesel fell 18.3 cents to $6.199 per gallon, its second consecutive decline and 33 cents below the $6.529 record. Meanwhile, September’s LMI shows capacity tightening faster than costs are easing, keeping transportation, warehousing, and inventory decisions under pressure.
The red-dye executive order allows deferral of the 24.3-cent federal excise tax for on-road use, but state laws still control dyed diesel. Most major truck stops do not sell it, so large fleets may sit out.
LMI rose 3.6 points to 70.2. Transportation prices reached 92.7; capacity fell 5.6 points to 34.4 after ten months of contraction.
Warehouse capacity fell 14.2 points to 39.3, its fastest contraction since March 2022. Aggregate logistics costs reached 246.1, the highest since April 2022.

What should I-95 corridor shippers do now?
Use diversified third party logistics providers, accurate inventory management for ecommerce, and measurable 3PL fulfillment services. Supply chain management companies should secure contract warehousing, review fuel clauses, and audit compliance rather than assume lower benchmarks immediately improve delivered cost.
