Freight Pulse & Law Update: DOT Commits $200M to Truck Parking as FMC Proposes Fees on Spanish Ships
As of Oct. 15, USDOT has announced $200 million for 14 truck-parking projects across 12 states. Separately, the Federal Maritime Commission (FMC) has proposed a $200,000-per-voyage fee on Spanish-flagged vessels and possible restrictions on certain Spanish imports. Neither FMC measure is in force.
What will the DOT parking awards fund?
The INFRA awards span public truck-parking and port-access projects. At the Port of Wilmington in North Carolina, $6 million will fund roughly 140 truck spaces plus 50 container-staging positions.
The Georgia Ports Authority receives $11.95 million for about 275 spaces near the Port of Savannah.
Other awards include an I-91 facility in Enfield, Connecticut, and parking at five Tennessee travel centers.
Project timelines are not set in the announcement, so track delivery schedules as states post them. Read the USDOT award summary.
What does the FMC proposal mean for shippers?
The Oct. 15 Federal Register notice is a proposal, not a new fee or import ban. It proposes a $200,000 fee each time a Spanish-flagged vessel enters a U.S. port from abroad, plus possible restrictions on categories including oils and fats, cosmetics, ceramics, stone products, and sugar and confectionery.
Public comments are open through Dec. 14, 2026, and Spain is offered a hearing.
Monitor the FMC-2026-0463 docket for final action before changing sourcing plans.

What should Mid-Atlantic operators watch?
Note the Wilmington award is North Carolina, not Delaware. The broader signal is port-related truck access moving up the infrastructure agenda along I-95.
