Freight Pulse & Law Update: EU Air Cargo Screening Tightens Jan. 1, Hapag-Lloyd's Zim Deal Resets, and Maersk Raises Peak Fees

Three compliance and capacity developments require immediate planning: the EU will tighten screened-air-cargo transport rules on Jan. 1, 2027; Israel has sent the Hapag-Lloyd–ZIM takeover into a new regulatory review; and Maersk has raised peak-season charges across major trades.

What changes for EU air cargo on Jan. 1?

Under EU aviation-security rules, surface transport within the EU of screened air cargo and mail must be handled by approved entities beginning Jan. 1, 2027.

Forwarders and shippers should complete these actions during the next quarter:

  • Confirm approved carriers and secure-route documentation.

  • Review driver background checks and security training.

  • Update cargo handoff, access-control, incident, and cybersecurity procedures.

  • Verify regulated-agent, known-consignor, or approved-haulier status.

Why does the ZIM reset matter?

Israel has ended its review of the original Hapag-Lloyd acquisition proposal and requires a new, fully detailed regulatory submission. The reset leaves alliance planning, vessel capacity, and service assumptions uncertain across trans-Pacific and trans-Atlantic lanes. See FreightWaves’ report for transaction context.

Maersk has also updated Peak Season Surcharges for Kenya, Oceania, and U.S./Canada East and Gulf Coast trades. Maersk’s rate announcements should be reviewed against every active booking and landed-cost model.

China–U.S. container spot rates peaked around Oct. 1 and are expected to ease through year-end. FMCSA’s restored 30-day emergency hours-of-service relief, effective Oct. 5, applies only during declared regional emergencies, not ordinary peak demand.
