As of September 17, three compliance changes are moving quickly across freight, transportation, and customs. Fuel carriers gain temporary operating flexibility, UCR costs rise, and CBP begins actively validating importer records tomorrow.

What changes for fuel haulers?

The FMCSA emergency waiver, effective September 16, allows eligible gasoline and diesel haulers to operate up to 16 hours within a 24-hour window for 90 days. Required rest breaks remain in force. Carriers with conditional safety ratings or active out-of-service orders cannot use the relief.

Treat the waiver as targeted capacity support: not a suspension of safety obligations. Update dispatch rules, monitor fatigue, and continue preventive maintenance. The CVSA Brake Safety Week program remains a useful reminder that extended operating windows do not reduce inspection responsibilities.

How much will UCR registration cost?

FMCSA’s 2027 UCR final rule raises fees by approximately 20%, effective October 1. Smaller fleets face the sharpest budget pressure on a percentage basis. Add the increase to transportation forecasts now and confirm registration deadlines before January enforcement begins.

Why should importers act today?

Beginning September 18, CBP may void an Importer of Record number when Form 5106 information is inaccurate, incomplete, or unverifiable. Physical address, phone, email, EIN, and other identifying data must belong directly to the importer. A customs broker’s POA must also be executed directly with the importer: not through a freight forwarder. A voided IOR can stop clearance and push cargo toward General Order, storage, and demurrage.

The timing is especially important after a burned seafood truck left rotting octopus beside a Cádiz highway for 26 days before specialized crews cleared it. Cold-chain documentation and escalation plans matter.

Do this now

  • Audit your CBP Form 5106.

  • Confirm your broker POA is direct.

  • Budget the UCR increase.

  • Use real-time visibility and compliance-ready document handling to surface exceptions early.
