Freight Pulse & Law Update: Golden Week Blank Sailings Meet a San Pedro Bay Chassis Crunch

Golden Week capacity cuts are meeting a San Pedro Bay equipment problem. China–U.S. West Coast spot rates reached $8,446 per FEU on September 23, while chassis shortages, empty-container returns, and inland dwell, not berth space alone, are limiting cargo flow.

What is tightening the transpacific market?

Nine blank sailings were announced in one week ahead of China’s October 1 National Day holiday. Los Angeles and Long Beach pre-berth waits reached 18.6 hours over the last three days, versus a 9.7-hour two-week average. Vancouver and Tacoma, by contrast, eased.

Key indicators:

  • August imports reached 2,603,709 TEUs, up 3.3% year over year and the third-highest month on record.

  • LA/LB rail dwell reached 6.75 days, up 36% year over year; truck dwell reached 2.95 days.

  • Dry-van truckload demand has not matched import growth. Consumer confidence is at an eight-month low.

  • Shanghai–Rotterdam fell 4% to $3,485 per 40-foot container; the global WCI declined 1% to $4,468.

What legal deadlines should shippers track?

The Section 301 vessel-fee suspension expires at 11:59 p.m. ET on November 9, 2026. Unless USTR aligns the suspension with the broader U.S.–China truce extension through January 10, 2027, China-linked vessel fees resume November 10.

Also prepare for 2027 UCR registration, which opens October 1, with the finalized fee increase of approximately 20%.

How should I-95 operators prepare?

Regional coverage: Maryland to New England

  • Port of Baltimore: protect drayage and chassis appointments.

  • Philadelphia and Port Newark-Elizabeth: monitor rail transfers and empty returns.

  • Boston: secure inland capacity before post-holiday volume shifts.

CVSA Brake Safety Week ran August 23–29, 2026, but DOT/CVSA brake-inspection scrutiny continues. Audit equipment, driver records, and maintenance documentation now.
