Freight Pulse & Law Update: Hormuz Shock, REVOKE Act Pressure, and Truckload Tightening Hit Fast
A two-tier global shipping system is no longer theoretical. On September 8, 18 maritime nations warned that geopolitical conflict, shadow-fleet activity, and capacity shocks across ocean and truck markets are raising compliance risk and transportation costs at the same time.
What changed in global shipping today?
The Consultative Shipping Group said fragmented rules are creating one compliant maritime system and another operating through opacity. The group warned that more than 80% of global trade depends on maritime transport, and the Strait of Hormuz disruption is now deepening that split.
Maersk suspended FM1 and ME11 and halted Gulf shuttle operations.
MSC declared End of Voyage for Gulf-bound cargo and added an $800-per-container deviation surcharge.
COSCO, Hapag-Lloyd, and HMM are pulling or unwinding Gulf services.
Hormuz traffic has fallen to its lowest level since May after U.S. and Iranian strikes on ships.
Trans-Pacific ocean rates pushed near $9,500 per container on fuel costs and congestion.

Why does Samsung’s $186 million claim matter?
Samsung filed a complaint with the U.S. Federal Maritime Commission against CMA CGM, seeking at least $186 million over allegedly unlawful demurrage, detention, and other container charges during the pandemic. The case keeps carrier billing practices, equipment availability, and shipper protections under scrutiny. At the same time, the newly introduced REVOKE Act (H.R. 10237) from Reps. David Taylor and Shomari Figures would target chameleon carriers by requiring an active USDOT number and allowing the Secretary of Transportation to immediately inactivate non-compliant registrations. The bill was introduced September 4 and is awaiting House Transportation and Infrastructure Committee consideration. Flows reports the filing.

What should logistics operators do before October 1?
The FMCSA’s 2027 UCR rule raises fees by 20%, effective October 1, 2026. Fees range from $55 to $54,165. Review registrations now using the Federal Register rule summary.
Domestic truckload conditions also tightened into Labor Day. Tender rejection rates spiked to 14.5%, the sharpest holiday jump since 2021, while dry van, reefer, and flatbed spot rates remain near seasonal highs and equipment posts sit at record lows. CVSA Brake Safety Week ran August 23–29, but readiness remains continuous. Verify brake maintenance, driver records, and corrective-action documentation.
