USTR proposed extending the China port fee suspension to January 9, 2027, and Washington reshuffled Canada's 50% tariff list, both with dates shippers need now.

What does the proposed port fee suspension cover?

On October 23, USTR proposed suspending its Section 301 action on China's maritime, logistics and shipbuilding sectors from November 10, 2026 through January 9, 2027, erasing the November 10 restart. Under the proposal, no party would accrue liability for fees on maritime transport services under Annexes I, II or III, or duties under Annex V.A. Comments close October 30 at 5:00 PM ET.

  • The pause would bridge to the January 10, 2027 end of the US-China truce.

  • If finalized, carriers serving China-linked vessels keep current port call economics through peak.

What changes on the Canada tariff list October 30?

An October 23 proclamation updates which Canadian goods pay the 50% Section 338 tariff: packing crates and boxes, plywood and refrigeration equipment come off, while carpets, valves and waste products go on. A New Jersey food importer's October 20 court challenge to the Section 338 tariffs remains pending.

  • Reclassify Canada-bound SKUs and update landed-cost models before October 30.

What should shippers do this week?

  • Submit comments, or have your broker file, by October 30 on the port fee suspension.

  • Check HS classifications against the new Canada list before booking.

  • Put the January 9-10, 2027 cliff into 2027 contract language now.

  • CVSA Brake Safety Week ran August 23-29, 2026, focused on brake drums and rotors; keep carrier maintenance records current.
