Maersk will enforce a “No MRN, No Load” policy on September 30, 2026, linking EU cargo loading directly to customs acceptance. At the same time, DAT reports that CVSA Brake Safety Week reduced posted truck capacity by 10%, tightening spot markets and increasing planning pressure for shippers and carriers.

What must shippers complete before Maersk’s MRN deadline?

For vessels arriving at the applicable first load port on or after September 30, cargo subject to EU Import Control System 2 (ICS2) requirements must have a valid Movement Reference Number (MRN) at least 24 hours before arrival.

Maersk will exclude cargo without an accepted MRN from the load list and may roll it to a later vessel. Rejected filings must be corrected and accepted before loading.

Shippers should provide:

  • Complete Shipping Instructions approximately 34 hours before vessel arrival.

  • A valid six-digit HS code for every item.

  • Accurate EORI information.

  • Clear BCO-versus-forwarder identification.

  • Buyer, seller, and House Bill of Lading data where required.

Maersk also stopped accepting selected Shipper Owned Container bookings from Hungary through its inland network on September 3 because of limited capacity. Ocean-only moves may remain possible with prior approval.

How did CVSA Brake Safety Week affect truck capacity?

DAT recorded 166,269 equipment posts during August 23–29, the lowest Week 35 level in its records and 31% below last year. Dry van load posts rose 12%, while truck posts fell 10%, lifting the load-to-truck ratio from 9.6 to 12.0.

Diesel reached a record national average of $5.454 per gallon. Reefer rates from Fresno increased approximately 19 cents per mile, with minority-owned carriers facing greater roadside-inspection exposure.

Treat CVSA Brake Safety Week as an inspection-readiness standard year-round: not a temporary event. DOT brake inspections, driver credentials, and equipment documentation can all affect available capacity.
