As of September 8, 2026, freight operators face tighter Panama Canal capacity, higher registration costs, and proposed carrier-identity rules. Build contingency plans now.

What is changing at the Panama Canal?

The Panama Canal is limiting daily transits to 34 vessels, with the cap expected to fall to 32 on September 15 as drought conditions and a strengthening El Niño reduce available water. Authorities have also lowered the maximum draft from 15.2 meters to 14.6 meters.

  • Panamax capacity is expected to fall to 23 daily slots.

  • Draft limits may reduce cargo carried per vessel.

  • Rerouting through alternative ports and waterways is affecting schedule reliability.

Carriers and shippers should model longer lead times, alternate gateways, and additional inland transportation before committing inventory to fixed delivery dates. Al Jazeera reports that further reductions remain possible if rainfall does not recover.

How will the 2027 UCR fee rule affect carriers?

The FMCSA final rule, published September 1, increases 2027 Unified Carrier Registration fees by an average of approximately 20%, effective October 1, 2026. New fees range from $55 for the smallest bracket to $54,165 for carriers with 1,001 or more vehicles.

Is the REVOKE Act already law?

No. H.R. 10237, the REVOKE Act, is proposed legislation, introduced by Representatives Dave Taylor and Shomari Figures. The bill would require active USDOT numbers for covered operations and target chameleon-carrier practices. Review the bill text before changing compliance procedures.

What should carriers do now?

CVSA Brake Safety Week ran August 23–29, 2026. Continue inspection readiness by reviewing brake systems, maintenance records, driver procedures, and corrective-action documentation.
