Diesel, capacity, registration fees, and cross-border documentation are all moving at once. Shippers should tighten Q4 controls now, while separating final rules from proposed legislation.

What changed in the freight market?

EIA data shows national on-highway diesel reached $6.529 per gallon for the week of September 21, roughly 93 cents above the September 7 average. The September 28 reading eased to $6.382, but fuel remains a major budget risk. Confirm whether your fuel surcharge uses the national or regional EIA index, which reporting week applies, the baseline, and the reset schedule.

Capacity remains tight. The SONAR Outbound Tender Reject Index stood at 13.45% on September 10, meaning carriers rejected more than one in eight contracted loads.

Which October compliance rules are final?

FMCSA’s UCR final rule takes effect October 1. The 2027 registration-year increase averages 20%, ranging from approximately $9 to $9,329 depending on the fee bracket.

Canada’s September 8 surtax applies 15%, 25%, or 50% to specified U.S.-origin goods. Mexico’s electronic Manifest of Value becomes mandatory October 1.

Which proposals should shippers monitor?

Barron’s Law is a proposal, not current law. It would create standardized English-proficiency testing, carrier penalties of at least $25,000 per offense, and cabotage fines up to $100,000 per vehicle per day.

The bipartisan REVOKE Act would require active USDOT numbers and allow immediate inactivation for invalid registration or missed updates.

What should businesses do this week?

  • Recheck fuel-surcharge language and Q4 budgets.

  • Verify carrier authority, USDOT status, insurance, and eligibility before tendering.

  • Align HS codes, origin, valuation, invoices, and broker records.

  • Retain brake-inspection documentation following CVSA Brake Safety Week, August 23–29, 2026.

Centralized carrier, fuel, and customs records reduce exposure.
