Freight Pulse & Law Update: September 7, 2026 — Capacity, Compliance, and Cross-Border Risk
Freight teams are entering fall with tighter truckload capacity, rising compliance costs, and more cross-border volatility. The immediate priority is simple: verify records, budget regulatory changes, and prepare for inspections before small gaps become expensive disruptions.
What changes with 2027 UCR fees and ELDT enforcement?
The 2027 Unified Carrier Registration fees are set to increase by roughly 20%, effective October 1, 2026. Carriers, brokers, and fleets should update budgets now and review the official Federal Register notice.
FMCSA has also removed 110+ ELDT schools from the Training Provider Registry, raising risk for carriers that rely on incomplete onboarding files. Carriers should:
Verify each school in the FMCSA Training Provider Registry
Confirm the provider was active on the training date
Save dated proof in each driver qualification file
Recheck recent hires before any audit or roadside event

Is broker transparency changing right now?
Not yet. The broker transparency proposal remains under OIRA review, and no new obligation is currently in force. Brokers and shippers should monitor rulemaking, but they should not operationalize proposed language as final compliance requirements.
For third party logistics providers and shippers using 3PL fulfillment services, this is a monitoring issue, not a current mandate. Keep documentation clean, maintain rate records, and be ready if a final rule is issued.
Why are rates staying elevated if demand still looks muted?
Because capacity is tightening faster than demand is improving. C.H. Robinson says truckload conditions reflect muted demand, tighter available capacity, and higher route-guide volatility, especially on longer-haul freight. See its market view here: C.H. Robinson.
Add in U.S.–Canada tariff volatility, and cross-border planning becomes harder on both pricing and lead times. During CVSA Brake Safety Week, expect fleets and brokers to watch maintenance readiness closely, since inspection-related downtime can tighten available capacity further.
What should shippers do now?
Audit onboarding files, validate carrier training records, and model cross-border exposure before the next rate spike.
