Shipper spending rose 32.1% year over year in Q3 while shipment volumes increased just 0.5%, putting cost control and carrier compliance in focus.

Why are freight costs rising faster than volumes?

The U.S. Bank Freight Payment Index shows shipper spending reached a five-year high as capacity tightened and national diesel prices exceeded $6.50 per gallon.

  • The 32.1% annual spending increase was the largest since 2021; shipment volume rose only 0.5%.

  • The Southwest led spending growth at 51.6%; the Northeast led shipment growth at 2.8%.

  • ATA economist Bob Costello said “outlays are rising much faster than freight volumes.”

Rebuild budgets on current rates and measure spend against volume, not last year’s assumptions.

What does the ELD fraud demonstration mean for carriers?

At an Oct. 28 meeting in DeKalb, Illinois, a driver reset hours by phone in about 10 minutes while FMCSA and state troopers watched. FMCSA says it has revoked more than 95 noncompliant ELDs and blocked 552 applications since January 2025.

  • The agency calls hours-of-service manipulation a crime and will hold violators accountable.

  • Since April 1, 2026, CVSA out-of-service criteria include a separate ELD-tampering code: 395.8e-HOSPELDT.

Expect closer roadside log scrutiny, and never accept a vendor offer to “fix” hours.

Is Aurora’s 500-truck plan a confirmed order?

No. Aurora and Charger Logistics signed a nonbinding MOU: Charger intends to buy up to 500 Aurora Driver-powered trucks, with deliveries planned for 2027–28. FreightWaves reports that Charger would own the trucks and pay Aurora per mile for its Driver as a Service.

  • Aurora expects more than 200 driverless trucks by February 2027 and over 1,000 by year-end.

  • The MOU may not close. Treat it as potential capacity, not a committed order.
