Freight Pulse & Law Update: Suez Comes Back, Hormuz Stays Shut, and the REVOKE Act Targets Chameleon Carriers
Ocean routing is splitting again. Maersk and Hapag-Lloyd are restoring select Gemini services through Suez, but security risks, weak schedule reliability, and cargo bunching remain serious concerns.
What is changing on the Suez route?
The Gemini network will return AE5, AE11, and ME2 to Suez, with first westbound sailings scheduled for September 19–24. The move shortens transit times compared with Cape of Good Hope routing, but the current schedule-reliability benchmark is only 56.4%.

ME2: first westbound sailing September 24

Why do Hormuz and Panama still matter?
The Strait of Hormuz remains effectively closed to container shipping, while crude tanker rates have reached record levels. Mitsui O.S.K. Lines has extended its LNG outage warning, adding energy-market pressure. El Niño-related transit limits at the Panama Canal continue restricting capacity and schedule flexibility.
Shippers should price alternate routings, war-risk exposure, surcharges, and inventory buffers: not just base freight.
What does the REVOKE Act change?
H.R. 10237, pending in the House, would require an active USDOT number and target “chameleon carriers.” The American Trucking Associations supports the measure. Meanwhile, FMCSA’s 2027 UCR fees rise approximately 20% on October 1, 2026. The agency has also paused enforcement tied to MOTUS biennial updates.
CVSA Brake Safety Week ran August 23–29; results remain pending. Keep brake inspections, registration records, and carrier vetting current.
